I thought it'd be fun to start a discussion on what you think would be a great topic for the 2013-2014 domestic policy resolution.

Two topic ideas: federal policy regarding banking or energy.

I may explain why if I have time later. :P For now I'm caught up in tourney prep...

Yeah, it may be better worded that way.

That resolution is very similar to STOA's last year, and is pretty narrow.

(No, not really. But we seriously need to get out of the significantly-reform rut; IMHO, it's hurting the quality of topicality arguments, and fostering some bad approaches to casebuilding. Directional res anybody? :P)

That is kind of the direction I was going with my idea, I just thought it would be a bit more interesting expanded to include other types of welfare.

It depends, but generally they indicate a more specific action than "reform". As random (not necessarily good) examples:

Resolved: That the United States Federal Government should significantly reduce its military expenditures. [directional]
Resolved: That the United States Federal Government should enact legislation to increase the availability of inexpensive health care. [goal-based]
Resolved: That one or more of the treaties pending in the United States Senate should be ratified. [specific set of possible actions]
Resolved: That regulations should be passed to significantly increase the transparency of corporate finances. [goal-based and actorless]

The main difference in the way a lot of these resolutions play out in-round is topicality. It's hard to objectively decide "is this a reform to Policy Area X, or just a reform that's kind of related to Policy Area X?" (Recall the whole environmental policy vs. energy policy chaos.) It's a lot easier to objectively decide "is this a significant reduction to military expenditures?" This creates some interesting ripple effects on the way people pick cases, etc. :)

Ok, thanks for the info. Having just started last year, I didn't realize there was anything other than the "significantly reform __" type of rez.

With that in mind, maybe Resolved: The United States Federal Government should decrease it's spending on Entitlement programs would be better than my previous suggestion.

The United States should significantly increase its exploitation of of outer space.

Just kind of a thought, its reasonably narrow and its directional. Plus we all get to talk about space and make sci fi references.

NDT and CEDA are debating presidential war powers next year, which is a retread from 1993 and 1975, but they voted down a fascinating possibility that, to my knowledge, would've been entirely novel: "Resolved: The United States Federal Government should change its definition of one or more of the following: Marriage, Person, Retirement age, Family, Poverty." The topic paper is here, if anyone's interested in the rationale behind it.
