These two sentences are contradictory.
In the real world I would NEVER increase spending. If there is something that we absolutely must finance, then the funding should come from some of the trillions we spend on worthless programs. We should not increase spending by a penny, because we have so many available places to take funding from.

In the real world, there simply aren't trillions of dollars being spent on worthless programs.

....and if there were, and you specified them, you'd be hitting OSPEC because you'd force NEG to justify it - which they couldn't prep for. Back to square one.
