Not to defend prep time without internet, but some rooms apparently have no internet access / less reliable access than that of other rooms.

At the parli tournaments I compete at, tournament staff has absolutely no involvement in prep. A school chooses a prep room from the set of rooms in which rounds are debated. Then the room is completely theirs. They can bring in whatever equipment and people they want, and they can do anything they want inside or outside the prep room.

Ok, so the tourney directors have said that they will NOT be using two strikes
Does this mean that they won't use the same rez twice?

Now the directors have re-instituted allowing the internet during prep time. Interesting and cool. :)

No. The "two strikes" rule means that before prep time begins, the two teams are given three resolutions. The Opposition team "strikes" off one resolution that they don't want to debate. Government then gets to choose which rez they want to strike. After the GOV strike, the remaining rez is the one used for the round.

Ex:
This House should go back to the gold standard.
This House should not put the cart before the horse.
Nationalism is overvalued.

Opp strikes 2nd rez, so Gov gets to pick between:
This House should go back to the gold standard.
This House should not put the cart before the horse.
Nationalism is overvalued.

Gov strikes number 3, so the rez that the debate will be over is "TH should go back to the gold standard."

I personally am disappointed that two strikes won't be used because it is much more interesting to strategize over three resolutions instead of being forced to debate one rez.

Oh, and for now it seems that they are keeping it the same that the resolutions will all be about the SOTU.

Quite a broad range of topics was covered in SOTU. The tournament at which I debated a few weeks ago derived all its resolutions from SOTU and they were fine.

She and her partner then go 4-0 and take first place.

Post CUI, does anyone have any thoughts as to how this could be improved in the future?

A few things:

Time needs to be stopped for POOs.
Everyone needs to actually grasp the difference between fact, value, and policy rez. and be able to debate which interp to prefer without saying "well values are more important than facts, so we should debate about those instead!"
Parents need better training.
Kids need more practice.

I agree wholeheartedly. I think I would have to add one more change to your list.

The judges need to give me more wins.
