It appears, from the STOA page, that a tournament does not have to require all competitors to affiliate with STOA. I have some kids in my club whose parents don't feel comfortable agreeing to STOA's statement of faith. I would really like these kids to have a chance to compete, and am thinking about hosting a tournament. Is there any reason I'm not seeing that this can't be done? Also, are there any other tournaments these kids could participate in? NSDA (formerly NFL) isn't an option here, and neither is NCFCA.

1. Stoa is not an acronym. Silliest name on earth, btw. :-P

2. Competing at a Stoa-qualifying tournament does not require Stoa membership. Competing at the national championship does.

3. If you really think about it, there are no "Stoa tournaments" besides the national one.

So I think you're good.
